Amazon Payment Services provides built-in 3D Secure capabilities that automatically detect whether a payment card is enrolled and seamlessly direct customers through the authentication process when required.

How It Works
Amazon Payment Services enables 3D Secure by default for all merchant accounts. Customers using enrolled cards will automatically complete 3D Secure authentication, while non-enrolled cards skip this step.
Downgrading 3D Secure
You can downgrade 3D Secure authentication by adding the check_3ds
parameter to your payment request:

Downgrading 3D Secure requires prior approval from the acquiring bank.
Downgrading 3D Secure is not supported for MADA and Meeza cards. These cards require 3D Secure authentication by regulation.
